As I warned in my book “Are You Ready?” flu outbreaks could be used to further a North American Union.  In light of the outbreak originating in Mexico, one would have to ask the obvious question, “Why are our borders still open if you are serious about containing a potential swine flu epidemic?”  The reason for that is that the goals of NAFTA and the North American Union are more important than any health threat.

Infections in the United States, Canada, and possible infections also popped up in Europe and New Zealand. All the deaths from the new flu so far have been in Mexico, mostly in and around the capital, one of Latin America's most important centers of business, government, culture and tourism

On the radio and in my book “Are You Ready?” I detailed the comprehensive plans for the (SPP) Security Prosperity Partnership and the North American Union.  I also outlined the “Security Prosperity Partnership of North American Plan for Avian and Pandemic Influenza.”  In that briefing to you, I discussed the comprehensive plans for Canada, Mexico and the United States to deal specifically with a “bird flu epidemic.”  Several years later, we are now in the midst of a potential “flu pandemic,” if it is not contained.  I had the opportunity of interviewing the top General at NORTHCOM, regarding preparedness and protecting the common security perimeter of Canada, Mexico and the United States.

In late 2007, the Bush administration issued a “directive” establishing a “National Strategy for Public Health and Medical Preparedness” based on Biodefense  for the 21st Century . HSPD 21, short for Homeland Security Presidential Directive (signing statement bypassing Congress),  which defines “catastrophic health event” as “any natural or manmade incident, including terrorism, that results in a number of ill or injured persons sufficient to overwhelm the capabilities of immediate local and regional emergency response and health care systems.” Under Presidential Executive Orders written by President George W. Bush disease was militarized and Martial Law can be declared at any time by the President without Congressional approval.

In August of 2007 the SPP, Security Prosperity Partnership of North American Plan for Avian and Pandemic Influenza.” The 2007 North American Union Report which we covered in 2007 in the McGuire Intelligence Report, "Canada, Mexico and the United States face a growing threat posed by the spread of avian influenza and the potential emergence of a human influenza pandemic. The highly pathogenic (HPAI) H5N1 avian influenza virus, which re-emerged in Asia in late 2003, has already spread to Europe, the Middle East and Africa. Although the virus has not yet reached North America, Canada, Mexico and the United States must be prepared for the day when it -- or some other highly contagious virus -- does.”

The Council on Foreign Relations reported, “At the March 2006 Security and Prosperity Partnership of North America (SPP) summit in Cancun, the leaders of Canada, Mexico and the United States committed to developing a comprehensive, coordinated and science-based North American approach to prepare for and manage avian and pandemic influenza.”

 The CFR Report continued, “The North American Plan for Avian and Pandemic Influenza outlines how Canada, Mexico and the United States intend to work together to combat an outbreak of avian influenza or an influenza pandemic in North America. The Plan complements national emergency management plans and builds upon the core principles of the International Partnership on Avian and Pandemic Influenza, the standards and guidelines of the World Organization for Animal Health (OIE), the World Health Organization (WHO) -- including the revised International Health Regulations, as well as the rules and provisions of the World Trade Organization (WTO)."

The Rand Corporation prepared a study for the Centers for Disease Control (CDC) in March 2009.  The “Initial Evaluation of the Cities Readiness Initiative” came out less than a month before the swine flu outbreak in Mexico.  The Study deals with how to respond to either a biological warfare attack or a so-called natural disease outbreak.  It is simply remarkable how all these studies and laws mysteriously come out just before these events occur.

In March of 2007 the Rockefeller Foundation funded the “Disease Surveillance Networks Initiative’ to the RAND corporation ‘to conduct pandemic simulation exercises, both at a country-level as well as across the region.” on the Rockefeller Foundation’s website. On March 14 2007 the Rockefeller Foundation released a publication called ‘Southeast Asian Nations Conduct Joint Exercise in Cambodia to Improve Flu Pandemic Response.”

“Using techniques similar to those in modern war-gaming, the tabletop exercise was designed to foster cooperation among countries in the Mekong Basin Disease Surveillance Network (MBDS), the region seen as the most likely source of a potentially devastating flu pandemic such as avian flu.. . Representatives from the UN, UNICEF, UNSIC, UNOCHA … What we appear to be seeing is the continual use of crisis to produce global government.  In my book “The Day the Dollar Died” I took about the computer simulated global financial meltdown held at the Council on Foreign Relations headquarters in Manhattan.

In the “Day The Dollar Died” and in the MP3’s on the website I have detailed what could be termed the manufactured crisis route to the new world order.  Almost a century ago   plans were put in place to use crisis to bring about a Transatlantic Union with Great Britain.  The other phase of this crisis strategy would be to create regional global government as the next phase in total world government or the “Fourth Beast.”

This plan, was publicly stated by the Rockefeller financed Council on Foreign Relations.  Richard Gardner a powerful globalist leader revealed their strategy. He talked about the need to identify different problems in different countries. The next phase is to propose a "solution," that can only be implemented by an international agency and surrendering national sovereignty incrementally. Gardner said,   “We are likely to do better by building our "house of world order - from the bottom up rather than from the top down. It will look like a great - booming, buzzing confusion" to use William James' facetious description of reality; but an end run around national sovereignty, eroding it piece by piece, is likely to get us to world order faster than the old-fashioned frontal assault.” This is what is happening in America and the rest of the world right now.  Using economic crisis, terrorism and disease, they are doing an “end run around national sovereignty.”

The new International Monetary Fund or International Federal Reserve is the coming one world economic system which will immediately precede the coming one world government.  In order to make that happen, they are creating a coming one world religion by financing and recruiting Evangelical churches, seminaries and leaders.
